Human performance (HU) is a function of culture, leadership, and tools operating in concert to prevent consequential error. Managing behavior cuts across all aspects of operations, and effective, organization-wide behavior management strengthens safety culture. As such, workforce behaviors deserve to be addressed in detail outside the framework of the Nuclear Safety Culture (or more simply, Safety Culture) rather than just as an aspect of it. Focusing on performance in this way better supports a strong Safety Culture.
