Introduction
This whitepaper will discuss a predictive technique of assessment that is low-overhead, timely, and leverages technology, using validated historical weaknesses that have resulted in elevated NRC oversight and supplemental inspections. This technique can also be used as a part of diagnostics in the event a plant has entered higher levels of oversight.
Description
Since the inception of the Reactor Oversight Process (ROP) in 2000, seven sites have been placed in Column 4 of the ROP Action Matrix. Two additional sites have transitioned through Column 5 to Manual Chapter (MC) 0350, (Oversight of Reactors in a Shutdown Condition). Both Column 4 and MC 0350 require significant assessment and causal analysis as basis for developing the required Performance Improvement Plan.
